Welcome to the consultation homepage for the proposed development of the land west of Reigate Road, Hookwood.

Proposals are being brought forward for a new mixed-use scheme of up to 446 new homes, 45% of which will be affordable, with space for community facilities, early years education and new public open spaces. The site is allocated for new housing in the emerging Mole Valley Local Plan.

This website provides details of the proposals, and information about how you can have your say on them. Consultation began the week commencing 22nd May and shall end on the 23rd June 2023.

BACKGROUND

Proposals are being brought forward by Rydon Homes for an outline planning application for land west of Reigate Road in Hookwood. The proposals comprise of up to 446 new homes, as well as new community and education facilities, alongside new public open space, and active travel links to the surrounding area and countryside.

The proposals being brought forward will assist in meeting local housing need, as identified in Mole Valley's draft Local Plan. Land west of Reigate Road in Hookwood is also allocated as suitable for new housing development as part of the draft Local Plan.

 

45% of the scheme shall provide affordable housing provision, with a mix of different homes, including family accommodation provided. 

The visuals below, and the proposals summary help to explain the detail of the outline planning application. Detailed design related matters will be dealt with in "Reserved Matters" planning applications, if the outline planning application is approved.

PROPOSAL SUMMARY

To summarise, we are developing proposals for: 

  • Delivery of up to 446 new homes, 45% of which would be affordable homes and 5% self-build plots.

  • The delivery of new community facilities, including those that could accommodate early years education.

  • Job creation and increased use of local services during the construction phase by focusing on working with local contractors, in line with our commitment to generating social value as part of the project.  

  • Additional revenue for local businesses and the scope for further job creation, brought about by new residents investing in the local community.

  • The prioritisation of walking and cycling to encourage healthy lifestyles, through new and improved active travel routes that would enhance local connections to Hookwood, Horley and the wider countryside.

  • The benefit of improved accessibility to the public right of way network for both existing and future residents.

  • Being well served by bus routes (22 and 324) and being close to Horley and Gatwick railway Stations; both accessible from the site by bicycle and bus route 22.

  • New public spaces, including play areas, allotments and planting.

  • Being in Flood Zone 1 with low risk of flooding with an area available for natural flood management, which would reduce the impact of existing flooding across the district and beyond.

  • Providing a biodiversity net gain through habitat creation as well as retaining hedgerows, high quality trees and the central woodland for public enjoyment as well as habitat creation.

An outline planning application will be designed to agree with the above principles and will be submitted to Mole Valley District Council for determination.

FEEDBACK

We are conducting a public consultation with the local community on the emerging plans, which will be launched week commencing 22nd May and ends on 23rd June 2023.  Prior to submitting a planning application, the project team have established this website in order to present the proposals, and allow members of the community to provide feedback on them. 

 

Key areas of feedback identified over the course of the engagement for this project shall be shared on this page. We have employed ECF, a specialist community engagement consultancy, to assess the feedback we receive and to share it with the project team.
